President on developers lobby's side in Kyiv?

The Ukrainian President Viktor Yanukovych refused to sign a bill which would have lifted a moratorium on allocation of land for construction in the cities without preliminary accepted general development plan of a city. The bill would include an exception for Kyiv. The President argumented that this law would be contrary to the constitutional equality before the law. Furthermore, Mr Yanukovych proposed to amend the bill so that the moratorium would not be in power in the capital. Such a proposition brought many worries about chaotic and illegal construction in the Kyiv's centre. Some voices in the parliament say that this action is in favour of the developers' lobby.
